development-focused organisations to solve social challenges through technology. They
partnered with the Government of Jammu and Kashmir to close the information gap
between agricultural policy and the farmers who depend on it.

The Government of J&K launched a comprehensive agricultural development program
to improve the livelihoods of farming communities across the region. GDI Partners,
the implementation partner, identified technology as the critical missing link
between policy intent and the farmers who needed to benefit from it. Agriculture
accounts for 18% of India's GDP and employs 45.5% of its workforce, yet rural
farmers had no reliable channel to access the support available to them.
Auriga IT was brought in to design and build the virtual assistant, with a clear brief:
reach every farming household without requiring a new app, a training session, or any
digital literacy beyond what farmers already have. The delivery channel chosen was
WhatsApp, already installed on most rural smartphones in the region.

Information Barriers Facing Farmers
Despite a well-funded government program, farmers in J&K faced four structural
barriers: low digital literacy, fragmented language access, heavy reliance on middlemen,
and no real-time feedback loop between farmers and policy makers.
The Government of J&K had the policies. Farmers had the need. The communication
infrastructure between the two had been broken for decades, held together by local
agents and word of mouth, with no reliable way to close the gap at scale.

Multilingual WhatsApp Virtual Assistant Powered by LLM
Auriga IT built a WhatsApp-native chatbot on LLM and OpenAI Whisper, connected to a
government-curated agricultural knowledge base via the WhatsApp Business API. Farmers

To remove language and literacy barriers, Auriga IT integrated Natural Language
Processing and OpenAI Whisper into the assistant. Farmers send voice messages in
their native language and the system transcribes and processes them without requiring
any additional input from the user.
